Subsequent to a motor vehicle stop, Hugo Alvarez 31, Passaic was arrested by Ptl. Emmett Smith and charged with possession of controlled dangerous substance, Â believed to be under 50 grams of marijuana, possession of controlled dangerous paraphernalia, and driving under the influence.
